Planning commission approves commercial rezoning for 29th, Greenwich land

Plans for commercial development on the 40.5 acres across 29th Street from the future Topgolf site moved forward Thursday following a vote from the Metropolitan Area Planning Commission.

Now it will go before the City Council for a final decision.

Developers requested to rezone the land from rural residential and single-family residential to limited commercial, and to establish the 29th and Greenwich Community Unit Plan — ultimately laying the groundwork for a new mixed-use development.

The rezoning request was made by the owner of the land, Tabbal Investment LLC. It’s registered to Ghiyath Tabbal, state business records show, and Brad Saville’s Iron Horse Development, the entity that will develop the site.

Saville said the plan is to find a multifamily, senior living or self-storage user to build on 10 acres, with the remaining 30 for other commercial uses, including retail and restaurants. A site plan shows potential for up to nine parcels — two occupying the middle and northeastern portion and seven smaller lots — with drive access off of both Greenwich Road and 29th Street.

Saville says there’s already been talks with potential users for a high-profile property.

“We’re just starting those discussions and then obviously there’s excitement waiting to see if Topgolf will break ground,” Saville said. “There’s been several different apartment groups from out of town that have acquired and there’s also been a storage group that’s inquired, and then we’ve started having conversations with some retail- and restaurant-type uses, but that’s more preliminary.”

Because the site is in unincorporated Sedgwick County, the developers will need submit a petition to annex the land into Wichita city limits, and also plat the properties in order to obtain building permits, public documents say.

With K-254 to the north, Saville said he anticipates development to head north along Greenwich Road, much like it did along Maize Road in northwest Wichita.

“We’re excited to work on a project on the Greenwich corridor,” he said. “We did a lot of developments over the years on Maize Road with Lowe’s and Menards and Academy Sports and Home Goods and Five Below, so we’re excited to have a project on the in the Greenwich corridor. It’s clearly going north.”
